I have the honor to request that you will bring to the notice of His Excellency the Governor, that on this day reading the Despatches for transmission by the next month to the Right Honorable The Secretary of State for the Colonies, I perceived a remark in Despatch No. 131 of the 4th July, by His Excellency, which renders an explanation necessary.
The remark is in the 1st paragraph:
I distinctly remember that on the 9th of June last, when in Mr. Mercer's Room, the Chief Clerk, Mr. d'Almada, brought into the room the Blue Book, with all the Despatches. The Honorable
